Planning permission usually is not needed — most roof windows fall under permitted development, with conservation areas, listed buildings and Article 4 areas the exceptions. Building Regulations are separate and do apply, to replacements as well as new openings: the work has to meet current thermal and safety-glazing standards and be certified.
